Shouldn't have to say this but he is singing like that on purpose. Listen to another song to hear his "real " voice.

Whenever people say, "Tom Waits can't sing, his voice is horrible," I point them in the direction of this song. Pure beauty. And I agree...quite possibly America's greatest living songwriter (next to only Dylan).
