Yes rofyle, but that doesn't mean God is sitting back as the world spins. He is working all the time. Although, we can't ask Him to do something unless He wills it, I don't think it hurts to pray for another's salvation. In the end it's up to God and His plan for that individual.
We pray because we want God to do something in that person. And I think its for this reason many of these prayers are not answered. God has already done something. He has already entered the human race. He has already died, risen and ascended. His command is that we now go and tell those people what God has done. Certainly this requires the softening of hearts, but the bulk of our prayer should be for those who are sharing the Gospel, that God would enable them.
