From everything I read, the Elites did not "join" the UNSC, they only partnered against a common enemy. After the war ended, they parted ways (which I think is kinda shitty considering the elites just drove humans to the brink of extinction and just go "later" not try to help rebuild or anything.)

But, yea the elites are not "friendly" with humans. They are still trying to get over 900+ years of religious tradition.

@MajinArenahappypants in reality, it was actually Dr. Halsey (the human that cortana is modeled after) that noticed John-117's "Luck". However, Cortana DID choose John-117 as her carrier, which reflects her choice to choose Noble-Six. Though they are not the same person. I think that Noble-Six is also one of the Spartan-II's, who trained with John and Jorge. They are all more badass then then Spartan-III's due to the extensive bionic implants, not just muscle enhancements.
