Actually the beat creator wont be paying to use the sample the label does.
and if you hide sample (which a lot can) you wont be paying a dime.
Big labels have the money to money to pay and or clout to raise enough money from sales to split off on the back end.
Not to mention a lot of producers don't mind only getting 3% from the track after the sampled track has gotten its share 3% is still alot of money
