Respect for covering DT on Finnish prime time TV. I liked it. The point of covering any song is not to copy the original 100% or reach to the same or better level technically. YouTube is full of videos of school bands covering their idols, and I hail all of them. The guys of Dream Theater itself started by covering some Rush and Iron Maiden tunes. I would hate a cover only if some one-hit duo or such would do a super-cheesy disco version.

I could *almost* take the falsetto and even the mixed-up vocals to a point (granted, they are foriegn), but I had to stop watching during the solo because I couldn't take anymore! Note to the guitarist - next time, choose a song that's well *within* your abilities as a musician. Oh, and on the album, Petrucci uses a 250ms single repeat digital delay on that solo for good reason... you only need to play half as many notes.

Otherwise, the rest of the band was decent.

This is a quite good rendition of Surrounded. Coordinating this math-rock is very difficult. The guitarist should invest in a Digitech 2120 or something though, but still, quite nice. Yes, an Ibanez would be a better choice, but a decent effects processor can compensate for the weird House Of Blues sound. A minus.
