Most illegal immigrants are tenant farmers who six months out of the year are placed out of work and must come to America in order to survive. If the peasant farmers owned larger plots of land they would be able to farm all year round and earn money off these crops. Actually land reform took place during Salina's government. In 1992 the Constitution's 27th article was amended and the "Ley Agraria" and "Ley Forestal" were promulgated.
The problem is the US Government that allows US companies to externalize costs to its citizens(Americans). US employers are the ones to blame. They don't need to pay high wages, taxes and benefits for illegal immigrants. American companies transfer these costs to US citizens. Like Walmart, just on a bigger scale.

No that was not enough land reform I mean land reform to the point that tenant farmers don't have to turn to landlords to survive at all. It is easy for you to blame the U.S for Mexico's problems but Mexico like many L. American countries is extremely unequal in economic terms this leads to illegal immigration. The desert lands with irrigation produce all year long. The tropical areas have one type of product or another growing all year round. Tourism never stops. There is work, but pay is low. So people go to the US for better wages. I'm sure they wouldn't go if they were not hiring over there. Would they?
