The person in the fluorescent jacket (who you mentioned catching up to the group) is actually one of the teachers or parents that accompanies the group. When they cross the road in the beginning you could see Fluorescent Jacket standing in the middle of the road in front of the car traffic with their bike in case not all the children could make it through the green light before the cars get their green light. This way the group won't be split up and children left behind.
