@afeefmirza basically instead of "Kofi Annan", Bush thought she meant "Coffey Annan" - Coffey being the drink and Annan being the name so basically Bush thought that Rice was offering him Coffey (and calling Annan at the same time), that's why he said "No, Thanks (To the Coffey).
