The starch inside turns gelatinous at high temperatures. There is some moisture inside of the kernel that builds up as steam due to the microwave, when it gets to its critical point it shatters the shell and the starch flies out quickly cooling to much lower temps.

@cutegirl: The reason it melts in your mouth is because its a starch and you have special enzymes that break it down quickly. Much like eating a cracker that will dissolve on your tongue even if you dont chew it (small pieces).

i have noticed that the white part of the popcorn when i bite it it melts its very soft idk why

the white part is made from starch, or some sort of fibre that's powdery. But the heat and force from the microwave forces it out of the shell at such high velocity, it quickly turns into a solid.
