Catherine and Frank were helped out the first time by people who never existed yet. Time needed to happen the first time before they could help the second time.

@DizzyedUpGirl no, 1993 didn't have to happen first. The concept of time travel allows you to travel forward through time to a time that hasn't happened yet. With most time travel TV/movie episodes, the events that happened go in a loop. In 1928 Frank and Catherine needed GW's help, and he travels from the future to help them, then years later after 1928 in the 90's, the team forms and then GW senses Frank and Catherine need help and travels back to find them, and then it happens all over again.
