I think he used that voice when Jim Henson had him, Jerry Nelson, and Dave Goelz audition for "Fraggle Rock". Jim originally had Steve try doing Gobo first when testing the characters out and I believe he used that voice for before Jim decided to make Jerry the performer for Gobo.

That Fozzie puppet really is perfect, and Eric was faultless! It really helps recapture the classic feel when the puppets look so good again. Dressing Kermit up is also a very retro thing to see - reminded me of Sam and Friends footage! Top marks for this performance :)
