Actually, it's possible. His aren't rare though.

The reason why and the only reason why M.U.G.E.N characters can be rare is because the M.U.G.E.N community is full of douchebags who will hack sites and computers if you download theirs from other sites besides their own. Also, there was a pack with a good amount of M.U.G.E.N characters that were banned forever cause the guy died. So now, they're very, very rare to see.
