Yup, it does.

yes, once you complete a course, if you do well enough (beat the normal staff ghost by 3-8 seconds or so) then it wil say "a fast staff ghost has appeared" and once you unlock one you should unlock the tiny titan (rally romper)

you have to beat them at there unlock times which is a few seconds faster than them

Did you beat them under the time limit? If you did, restart your mario kart and the unlock screen should appear.

Next to their name, if the wheel icon is there, it means they use the wheels. I think some of them do and some of them don't.
