Uh.....owner needs to make the dog submissive to the cat. Dog is clearly not quite there yet. Dog can pick up the cat and shake it and rip its neck open.

I can tell you they are just playing for sure, when they are serious they make some typical noises (happened once when we cut the fur of the dog and perfumed him, the cats did not recognize the dog and were really stressed)

The cat is fine. If it was scared it would hide or climb to where the dog couldn't get to it. Some cats vocalize when they play. He may not be as into it as the dog was but he chasing after him at the end of the video so it was obviously not in distress.

the stuff with dogs and cats playing with each other is that they both have different style of play-fighting, so it would seem as the dog bulling the cat most of the time or as the cat being a jerk.

the cat actually seems to be willing to play (since he tries to grapple with the dog) and the whines are kinda something he does since he's the smaller one of the two.

my kitten always whines at our other much bigger cat during playing - it's like a cue to let her go so she could start another round

Boxers are my favorite breed. The ones I have been around have been playful and friendly (mostly). One we had when I was about 13 did attack a friend of my brother's. He came into the fenced backyard and slapped my brother on the back (a friendly jesture) and "Butch" took that as a threat to him. The guy had two holes in both forearms. That surprised us. I can understand it to a degree, but he never attack anybody else before or after that incident.
