Tight. Noticed this trend when it started to gain traction in Taiwan about 2 and a half years ago. I thought it was pretty hilarious, because it started as miniskirt+leggings, then went to very short onepiece+leggings, then top+leggings. I swear I even saw someone rocking this look with straight pantyhose instead of leggings. I have no explanation for it.
