why does it have to be a third party manager. why cant just an auditor go in look and see IF there's a problem? Spence may have some priorities screwed up, may be having too much money going to one thing instead of homes. I have respect for Spence she seems to be the only one not making stuff up as she goes. im sure there isnt a problem. it really could be they dont get enough. it takes the whole community to create change, as u say in this piece on aids which is also quite alarming.
