Doflamingo is the strongest shichibukai with the highest bounty and not one person in the whole series was able to resist his powers and he was able 2 stop oars in his tracks despite how big he is and he can cut people's limb's off with his powers so he could've literally cut off whitebeard's head and finish the war but he just did'nt feel like it so overall Doflamingo is the best shichibukai hands down.

@M4levolence well doflamingo can control any person with a logia fruit and make them kill themselves via by their own powers or make them cut there heads off and when logias make physical attacks phase through them, they have 2 control that ability in order for it 2 work but if doflamingo takes control of their body then they can't control the ability 2 make attacks phase through them so therefore he can cut there head off while he has control of there body

Crocodile stopped Mihawk. He stopped Akainu! He had balls to openly go and try to kill Whitebeard. Doflamingo wanted to team up with him and talked to him like to his equal (remember what Doflamingo said about Moria?). Crocodile and Doflamingo are about equal in power. Croco was able to escape the War with only minor injuries and he even didnt have any backup during it.

Crocodile is also very powerful, just because he lost to the main character doesn't make him weak. The only warlords that are shown capable of stopping him are Jinbe (water) and hancock (haki)

No other warlords have been shown using haki.
