No. The 200sx in the US is a coupe B-14 Sentra with the SR20DE, The 240sx is the S-13/14 body care in the US, and comes with ether the KA24E or KA24DE depending on year. I love the S-14 I got, but i am doing a engine swap to get a SR20DET in it.

Wings/spoilers are only there to help the car achieve more traction. Basically it means that the weight of the wing AND the air pressured on it (due to its design) helps keep the rear wheels forced on to the ground, its the same principle as putting a splitter on the front of the car. It helps achieve downforce

The Silvia in this video was clearly not moving/drifting fast enough for the rear wing to be of much use HERE.
