I have 3 dogs and they just rip it down right after they ran into it

...how is this cruelty? It's just someone 'pranking' their dog, people prank other people all the time, it isn't classed as a crime and I don't see people on videos freaking out about it. It didn't hurt the dog, if it did hurt him, he would've done something that indicated pain, all I see is curiousness (and a wagging tail), no pain. People who complain that this is cruel..the owner isn't beating him with a plank of wood..he looks like a happy, healthy dog. He seems to be looked after well.
