Here's some background on the lyric :

The lyric was written by a very famous Taiwanese author 三毛 (sān máo) who committed sucide 18 years ago (4 Jan. 1991). 11 years after her beloved Spanish husbands, Jose Maria Quero, death in a diving accident (Sept. 1979)

This is a story of woe.

At all time, Sān Máo worry about Joses dangerous diving duty， she told him not to dive without her. He just forgot it！
