After doing some research I found that USC DPS Officers work under the authority of California Penal Code 830.7 (b) which simply states: Police Academy graduates who work for Private Universities have Police Officer Powers of arrest. Mr. Ziegler was advised to leave the private property and he was detained for refusing to do so. Once he was handcuffed and advised again he complied therefore he was not booked. He was granted a second chance, most likely because he is a journalist.

This is a deliberate act of trying to shut him up when he is voicing a dissenting view on a subject. If he was not violently attacking people and breaking windows, then I don't see how this justifies an arrest. if someone can be arrested just for standing peacefully in one spot, REGARDLESS of property, than this country is in sad shape.
