To take the problem away from the city you'd have to take away the density of entertainment venues there. In other words, you'd just spread the problem out, to more places. If the cops used "high impacting policing" in the area for about a month the problem would be, if not gone improved. This improvement can then be pushed further by schedualed foot or vehicle patrols.

fair call but its starts with liquor licensing and responsible service of alcohol. theres only so many police in KC and i would guess they dont have the money/manpower for a month long afterhours blitz. the problem needs to be fixed before these kids get out of the clubs onto the streets. i spose in the old days the razor gangs and drug dealers/pimps kept the streets a bit tidier while protecting their turf but those days are gone.
i hope it improves but i moved away coz i was tired of waiting.

I guess it would be intimidating if you were any of those but you don't have to walk through them. You can go around them, turn back and walk off, or call for help or police if you are worried.
I don't think pistols is a good idea because it's these kids could possibly access it or someone could misuse it. Even though I would love to round up a group of about 10 of my mates and confront/scare them, I think shooting dead a kid who doesn't know any better is taking it too far.
