Excel Saga was a seriously warped show, but it was NOT the only show to have episodes banned in Japan. Ping Pong Club, Devilman, Midori Days, and even some Urusei Yatsura had problems with the censors over there. Cutey Honey had to be edited to show no pubic hair during her transformations, a standard that has held up to this day.

I think so. They actually did an episode where they portrayed the two voice actors and they do look a lot like that :p plus the voices are similar so I guess they are.
