For anyone too Lazy to read the description, the mod he is using is called "Lights of the Warp". I think it's the best mod. New units, 200 squad and vehicle cap. I recommend all 40K and DoW fans download it.

Yes that is a mod, the author must either have modded the game so that the maximum number of grey knights is set to a value higher than 1.

OR he could have moddified so that there is a crazy number of Grey Knights in one squad OR he just.. downloaded or requested it from someone else..
