Islamic scholars differ on this question.. some say Allah (swt) named the surahs and the Prophet (saw) revealed the names.. others however say that the Prophet (saw) himself named them.

@saynabomer92 .. what scholars are you listening to? and the Prophet did no such thing.. the original Qurans did not have these names in them.. these names started appearing around 900 AD.. another HADIHTER method to distort the Quran

@KnightofPower It is a strong, strong proof against rejecting the Sunnah of the Messenger, sallalahu 'alayhi wassalam. Watch Nouman Ali Khan's tafseer of this to find out why. Strongly recommend that everyone checks it out, the Qur'an itself sends strong proofs against such fools as this.
