I just listened to a podcast about the whole incident. They said that the "ghost" story was actually front page news in Sante Fe and was picked up by national news services. The "phenomenon" was recreated (with permission from the courthouse) with ladybugs (although most feel it was probably a spider). The story of the debunking was later breifly mentioned in the C section of the newspaper. Apparently "debunkings" don't sell newspapers very well and aren't put on the front page.
I read first also, but if it was a bug why is there pixlation distortion at a 45 degree angle away from the squad car? Was the sun shineing toward the camera? If so it could be a shadow of the "BUG" as well. Do ghosts cast shadows?

I was going to say what Ibcyber said. The "shadow" is a reflection in the compound lens. What I can't figure out is why it's so bright. It should be darker, since there's no light coming from inside the camera, and sunlight would create a brighter background.
The shadow people are seeing isn't projected on the ground, it's on one of the compound lenses of the camera (You didn't actually think modern cameras used single lenses, did you?)

I think it's sad just how far people are willing to suspend the use of their brains to believe in hogwash like the existence of ghosts. There's a logical explanation for everything. Some people just refuse to find it.

The object is obviously near-field, as the trees do not occlude it; it is nowhere near the ground.
It does look like a bug on the window (NOT the lens); and the angle and distance of the dark spot are consistent with an inner-pane shadow of an outer-pane object. (They do need to take their surveillance cam more seriously, and, at the very least, keep that stinkin' window reasonably clean!)
Why is there NO movement at all everywhere except where that shape is moving? No matter how still the background the zoomed-in pixels should be shifting with some sort of breeze etc., an image is never that still.

It's one of those very small bright red and semi-translucent insects you sometimes see outside on concrete. The light is passing through it, causing it to glow as it walks across the lens.
It could be a spider "ballooning," floating in the air on a thread. But the "shadow" is in the wrong direction. The transparent distortion under it could be JPEG compression.
Does anyone else see the image shift to the right just before the thing comes into view?
IDK WHAT TO BELIEVE. IT HAS A SHADOW.
