Citizens should take an exam before they can vote and politicians should be scanned for mental defects. Empathy is easy to measure, it doesn't mean a person isn't a genius if he doesn't have any, it 'only' means he doesn't care about other life.

Simpler solution. No-one may enter political life until they reach retirement. Hence, they'll have experiance of the real world and at an age where their legacy will be written by others. We'll also have more to go on than Cameron's few years in the Ad business.

The Lords don't have to be (because they are a revising chamber). Commons MP's though have to be in some form representative. Only allowing old men or women to join will make some people feel disenfranchised.

As far as I'm concerned, anyone should have the right to stand, and all but those who aren't UK citizens should have the right to vote.

No thank you, my great uncle died for me to have the right to vote for my representatives in Parliament, I don't need to take an exam to determine if I'm fit enough to make that choice.
