It was cancelled, when EA bought out the publishing company for the game, they didn't want to release it, cause they felt it would ruin their image. They saw it as a killing game, compared to Mortal Kombat, which they saw as a fighting game.

@jacksonkids1 jacksonkids1 got it almost right. Actually, there's a demon named Marukka (the final boss of the game) who decides to take mortal souls to fight to the death. The winner receives rebirth and a new life. All the combatants are dead, and they have to fight as their previous manifestation, eg Oddball dies by being shot whilst wearing his straightjacket so he fights armless etc. The mortal fighters are perfect for the match as they too have been past murderers in their lives.
