Porcupines are highly intelligent, social animals and need the company of other porcupines or alot of human attention, otherwise they do this behavior you see here, known as "weaving". Contact the San Diego Zoo's Wild Animal Park and complain. This is very sad.
He's doing weaving behavior, it's caused by being undersocialized and kept in a small enclosure/restricted. We as humans need stimulus and novelty to keep us interested and aware, so do animals, especially the intelligent ones. I had a horse that did the same thing, he did better being outside with other horses in a paddock than being in a stall alone.

not sure... alot of animals in zoos tend to do repetitive movements, it's like they've gone mad. it's a sad thing to see
