The only reason Vegeta couldn't become SSJ3 because he didn't have a tail. that's why he had to use the artificialblutzwave generator to transform into an ape, then to SSJ4. if he had a tail, he would become a SSJ3 and SSJ4, just like Goku; who had a tail.
