When he talks about revolution does he mean to revolt against the current "Muslim Government" of the state, and is he comparing the Muslim Government of the State, to the Mushirik Qurash in the time of Prophet Muhammad (Peace Be Upon Him) who wanted to kill Muslims just because they were Muslims? If so. Then he is comparing two very different things, thus making his hypothesis weak.
