Some of them might be older, because the math simply does not add up for them all to be his "younger" sisters, but 12 of the 13 really are his sisters.
You're right, Sakuya, Chikage, and Haruka are older than him therefore they would have already been alive prior to him. If the wedding were to take place between their parents then it would make them stepsisters.
HOWEVER! For all intensive purposes Wataru doesn't know this or doesn't care in either show so your point stands.

No, but they aren't really all his sisters anyway. At least 4 of them aren't related plus Mami.
I suspect after a flashback in Repure, that Sakuya is actually his stepsister.
The bride very closely resembles her.
Also Chikage and Karen are present so that rules them out of the bio equation.
BUT! I digress.

Theres a second season or alternate universe called Sister Princess Repure.
Half of it consists of normal episodes, and the other half is episodes focused on each girl alone.
