I think they know that Republicans would not make up the majority of Americans if everyone who could legally vote did in fact vote - minorities and young people mostly vote Democratic, and therefore the more of them that are registered and actually vote, the more of a chance that the Democratic candidate will win - it's simple numbers - as a comment noted above, they want to stop certain groups from voting so that they can reverse the numbers.

No it isn't. The electoral college is highly encouraged to vote the way the state goes otherwise they are seen as "faithless voters" and can run the risk of losing their post as an elector. So no, EVERY VOTE IS SIGNIFICANT. Many times electoral college voters who don't vote the way of their state can be fined and may lose their post.
