i think it's the other way round in a way - if Liz follows her heart (she wants freedom and adventure and has always loved pirates since she was a little girl) she gets an exciting, unpredictable life with Jack<3 and if she does the sensible thing (following her head) then she gets the safe life with Will which would be the relationship people would accept and expect (but after she choose him and her head goes and dies on her and they end up only been able to see each other once a decade!)
i think that it means Elizabeth & will is what u get when u let your heart win but if you go with what should happen and your head you get Jack & elizabeth.
