You can get the alien blaster in Broken Steel. If you are in the crawler, you can go into the armory, get the blaster (and a bunch of ammo), then you can walk around the wasteland like a total boss.

The firelance is better then the alien blaster. Its rarer(you can only get it in a random encounter) and it more damage then the alien blaster, and fire damage. They look the exact same

Apparently because the Pitt and Paradise Falls have bad karma pretty much leaking out their sides, if you steal in either place, you get no bad karma, as long as you don't get caught. I'm experimenting with other places as well, and I think that as long as the place is bad karma itself, you get no karma loss. Also, Dukov's place is also bad-karma-for-stealing free. Have fun with this glitch!

Its the Alien Blaster you can Obtain even if you do not have the Mothership Zeta DLC.

if you do have the DLC grabbing it before you get abducted is really hard because the place were you stand to get abducted has the blaster there so you need to beat the DLC to get that. AND there is a better secret weapon. THE FIRELANCE which is the same as the Alien Blaster but it sets people on fire. And to those people who think its the captains sidearm do not know their Fallout 3 weaponry.
