Ok, first off, this movie came out in 1994and Atlantis came out in 2001, so they couldn't have taken the mannerisms and facial expressions from Atlantis. Think. Maybe the script was written by the same person, which would explain the mannerisms. And as for the animations, those could have been done by the same person as well or it could have been a coincidence.
