It's not fine, because you're copyrighting sega's intellectual property. If Sega seen money opportunity, they would sue, but they won't because it's not damaging them. If this rom hack got out to commercial use, then it would get canned instantaneously, just like Streets of Rage Remake did.

this is no hack you just shove the sth cart on sak cartridge

@nintendoman647 If you do that you get an error message. You can only attach the S&K cartridge to Sonic 2 and 3.

@slimmbob Actually, you get what you get with every other cartridge that isn't Sonic 2 and 3: The collect Blue Spheres thing.

@ShadowdaHedgie11 You'd be right, though I was merely pointing out that attaching the Sonic & Knuckles cartridge to the Sonic 1 cartridge does not allow you to play as Knuckles in the original game.

@slimmbob I'm not sure if it's a good idea anyway. Knuckles doesn't jump as high as Sonic, and sometimes he can't use his climbing ability to make up for it.
