The song is actually very similar to the book 1984 by George Orwell (you will know when you read it) and it basically is a strictly controlled society where the government watches every single person's actions (and even minds) and when someone (Tablo??) decides to steal a guitar/cellphone... it becomes a sign of rebellion and what not and so on.
