No aircraft carriers, few cruisers, and a destroyer fleet that represented more of a problem to the German high command than anything else. Battleships were made to be a threat. The Tirpitz fulfilled that role in abundance. Better to be that threat than to be sunk like the Bismark or Scharnhorst.
topp wa the commander until 1943 if i remember well...He survived the war...unlike Tirpitz's last commanding officer, wich was killed in the final attack

The German Navy didn't commission any aircraft carriers, and Tirpitz didn't sortie with Bismarck because she was still undergoing trials and working up exercises, in May 1941.
Germany didn't need CVs, UK realised early that CVs are useless in the north sea. What Germany needed and lacked was long range air reccon planes to guide the u-boats to their targets in the atlantic.
In this case long range radar and at least one airgroup in that region would have made the difference. But the airforce was anyway defeated at the time Tirpitz sunk.

The Vanguard had a bigger "net" displacement...yep, displacement is often a matter of debate.
Vanguard net displacement: 45.215 t
