Sure there maybe more women than men but men there have all the political and military power. If they try to revolt they could be killed. I have entered several keywords into the Melbourne LaTrobes document search, and can find only some thesis on work and ageing women, nothing to do with your quote. Also something about minimum wage that doesn't differentiate between genders.
