They (police or civilian) can ask you to stop filming them, but if you're on public property or your own property, you have every right to record them, so long as it's not malicious. Granted a few states have recently passed laws making it illegal, but as far as I know, none of the border states have a law like that. However, the agent in this video had no authority to stop this guy from filming. You have full legal right to film and you can call the sheriff and have him arrested for harrasment. Sheriff might not do much but then you file a complaint against the agent about not telling the truth lie etc. Then said a copy of complaint to the Washington office also post in paper with picture and name. It now legal again to post officer names ID badges etc. Then you find out where lives and protest his harrassment. Get a permit, buts not required for small signs usually .
