I had a Murray with a Briggs single that did that. As soon as you would raise the throttle a bit, it would rev like crazy. I think the governor weights inside are to blame for that. When I took it apart, I found the governor parts dismantled inside when the rod finally let go.
Sounds like my $50 weedeater 12hp briggs- before i swapped on a new carb linkage- the previous owner had that so screwed up it wasnt funny- surprised it still runs..

as a suggestion before you burn your valves maybe get a muffler or at least have a 90* elbow followed by a pipe going straight up at least ;)
