Your statement about power plants still running whether we participate in Earth Hour or not is undoubtedly true. However we've got to see the bigger picture- you've got to remember that such an event has caught the attention of millions around the world (including political leaders), hence people might start to become more aware and be more considerate to the environment (perhaps they might start sponsoring an animal or even plant a tree). I think it's good strategy.
