I've been there. But the game never aqknowledged it as a part of training to do. To get to it instead of going to Price, stay outside a look left. You'll see a chopper landing. Walk towards it and the obstacle course entrance is their. Also, when walking towards chopper, turn right and you'll see a bunch of parked trucks.

its outside to your left after you leave the shooting range through a fence....its only there for looks it really serves no purpose there are no goals or anything to go along with it....the halo 3 at the end was a joke like it was the secret but it apparetnly wasnt funny ah well
