Gohan originally was suppose to surpass Goku and be earths savior but the people in Japan did not like this decision. I think it was in poll that he asked fans for their opinion. Apparently the result was bad so he changed it so Goku was ultimately the savior.

He was practically drafted into the z fighter group and only fought when he had to which is why he stopped training after cell. Because Earth didn't need fighters anymore. Besides he technically did best Goku at the end of dbz. Ultimate/Mystic Gohan is stronger then super saiyan 3 Goku. Only reason Goku beat buu was because he had more fans.
