The figures quoted are about sales, the tax hike is about drinking patterns. Even if sales of hard spirits rise that doesn't mean the policy has not had the desired effect.

spirits up by 20% but it has been reported that alcopops have gone down by 40%
And its not the 18+ we are looking at this was to curb underage drinking and there is no figures on that yet that i have seen.
