It does seem wrong to invest in an unstable country but you would be surprised as to how much return people are getting from there, also the investment from UAE, the States and the UK make it a somewhat wise investment, example, my dad bought a plot in Gujarkhan about 4 years ago for 9 lakhs he has now been offered 32 for it, the Islamabad one he bought 2 years ago for 23 lakhs is now worth around 34 lakhs so if done properly it can be worth it, but then there is the land corruption bit...
