Katrina was not caused by any government. But the records show that the mayor and governor refused or deferred FEMA aid when Brown offered it. They are more responsible than anyone else. You should watch the PBS documentary (Frontline episode titled 'The Storm') on what went wrong after Katrina. In it, Michael Brown states that gee, he was all ready to help, but he never received any specific requests as to what aid was needed.

Then they show the 48-page itemized request for aid.

Brown also explains why he told the public that help was on the way, even though he knew it wasn't.

To see all this you only have to watch the first 16 minutes, but the rest is good too.

Basically Koppel hit the nail on the head. Koppel was the best journalist in American history and it's sad that many journalists have not followed in his vain and remained objective, ask the tough questions and aren't afraid of the answers. Ted was one of the toughest and most respected journalist alive. Too bad he retired.
