The U.S. constitution protects the natural rights of all humans to break 7 of the ten commandments. The other half (against theft, lying in court, and murder) are simply the no-brainer bare minimum basic laws required for anything even resembling a stable society.

There is a good argument that Ex 20:16's "your neighbor" reference should refer back to Ex 20:13-15. Ancient Hebrew had no spaces or punctuation so there is no way to know if "your neighbor" only applied to v.16. V.13 should likely be read "you shall not murder[your neighbor]" neighbor=Israelite. Moses was writing to the Israelites, they didn't have a problem murdering non-Israelites. Read the Torah.
