It is all about a good ground. If your shoes are a good enough insulator you might not get shocked. It is pulsing anyway so if you touch between pulses... nothing. I have a solar powered electric fence around my garden and to test to be sure it is working I touched it and got nothing. Then I put my bare fist into the grass and touched it with the other hand and YES it IS on!

Unless you have heart problems, I believe those fences produce low amps at a high voltage... a healthy person shouldn't have any issues regarding their heart stopping.

true that but the funny thing about electricity is it will take the easy path and even a small shock can stop any hart if it pass through the hart

that is why all homes have a cfci plug with in 6' of any water in your house and will trip with as little at 7mil of a volt drop

when there touching this fence the shock is only hitting 1 side and the short path to ground it is not going through the hole body that is why only his arm twitches and not his hole body

You could also say they have completely passed us in foreign language studies.
